Claro M. Recto

     Claro M. Recto was born on February 8, 1890 in Tiaong, Quezon. His parents were Claro Recto Sr. and Micaela Mayo. At age 19, he finished Bachelor of Arts, Summa cum Laude, in Ateneo de Manila. At the age of 24, he finished Law at the University of Santo Tomas. He passed the bar in 1914.

     Recto was still studying in the University of Santo Tomas, when he began writing for the newspapers. In 1911 his first book was published, a collection of poems, the Bajo las Cocoteros. He was secretary of the Philippine Commission in 1913. He became adviser to the Senate in 1916. He was elected as a representative of Batanggas in 1919 and became the minority floor leader up to 1925. He also became  a member of the pro-independence group that visited the United States in 1924. He was admitted as a licensed lawyer in the U.S. during this year. 

     As an attorney, he founded the Law Office of Francisco, Recto and Lualhati in 1928. He founded the Democratic Party and was elected a Senator in 1931, serving as a Minority Floor Leader. In 1934 he became majority floor leader and President protempore of the Senate.

     He left the Senate when he was appointed as member of the Supreme Court. He ran again for the Senate in 1941 and won but his service was cut short when the Japanese attacked the Philippines. He served the government under Japanese control. When the Americans returned to the Philippines, Recto was one of those charge with collaborating with the Japanese. He was cleared of the charge. He ran again for the senate and won in 1949. He ran for the presidency in 1957 but lost to Carlos Garcia.

     Recto was the Chairman of the Commission which formed the Constitution of the Philippine Commonwealth. He wrote plays in Spanish, and poems. He received literary awards. He was appointed ambassador for the Friendship and Culture mission to Europe and South America in 1960.

     He was married to Aurora Reyes. He was frequently honored as a lawmaker by schools and universities in the Philippines. While at meeting in Rome, he suffered a heart attack and died October 2, 1960.

     Isinilang si Claro M. Recto noong Pebrero 8, 1890 sa Tiaong, Quezon kina Claro M. Recto Sr. at Micaela Mayo. Sa edad na 19 ay natapos ang Bachelor of Arts, Summa Cum Laude sa Ateneo de Manila. Sa edad na 24 ay natapos ang abogasya sa Unibersidad ng Santo Tomas nakapasa sa bar noong 1914.

     Nag-aral pa sa Unibersidad ng Santo Tomas nang si Recto ay magsimulang magsulat para sa diyaryo. Noong 1911 inilimbag ang unang kalipunan ng mga tula niya, Bajo las cocoteros. Una siyang naglingkod bilang kalihim sa Komisyon ng Pilipinas noong 1913. Naging tagapayo sa Senado noong 1916. Nahalal siyang kinatawan ng Batangas noong 1919 at nahirang na House Minority Floor Leader hanggang 1925. Naging miyembro din siya ng lupon para sa kalayaan na dumalaw sa Estados Unidos noong 1924. Tinanggap din siya bilang lisensyadong abogado ng U.S. nang taong iyon.

     Bilang abogado, itinatag niya ang tanggapang Francisco, Recto, Luwalhati noong 1928. Itinatag niya ang Partido Democratico at nahalal sa Senado noong 1931, nagsilbing Minority Floor Leader at President Pro-Tempore ng Senado. 

     Iniwan niya ang Senado nang mahirang na miyembro ng Korte Suprema. Muli siyang tumatakbong Senador noong 1941 at nanalo, pero naputol ang serbisyo nang nilusob ng mga Hapon ang Filipinas. Nagsilbi siya sa gobyerno sa ilalim ng Hapon. Nang bumalik ang mga Amerikano sa Filipinas, isa si Recto sa mga kinasuhan ng kolaborasyon sa Hapon. Napawalang-sala siya. Tumakbong muli sa senado at nanalo noong 1949. Kumandidato sa pagkapanggulo noong 1957 ngunit natalo ni Carlos P. Garcia.

     Si Recto ay Puno ng Komisyo sa pagbuo ng Konstitusyon ng Philippine Commonwealth. Sumulat siya ng mga dula sa Kastila, at mga tula. Ginawaran siya ng karangalan sa panitikan. Hinirang siyang kinatawan ng misyong Pakikipag-ugnayan at Pangkultura sa Europa at Timog Amerika noong 1960. 

     Kasal siya kay Aurora Reyes. Malimit siyang parangalan bilang mambabatas ng mga paaralan at unibersidad sa Filipinas. Nasa pulong siya sa Roma nang atakihin sa puso't namatay noong oktobre 2, 1960.
