Severino, was native of Indang, Cavite, where he took his early studies. During his secondary study, studied at Colegio de San Juan de Letran in Manila, studied law at the University of the Philippines but did not continue, but chose to teach instead. He was the founder of Colegio de San Juan de Letran in Indang, Cavite.
